[Project-ideas] Editing proposals.

By default, the proposals are locked from edits. Should a student
desire to edit the proposal, please use the Melange system to let us
know that you'd like to edit.

I will flip the switch and enable it. Do remember, this is a one time
activity only - exercise the choice with caution :)
