I would think that you have a small misconception about "terminology".
A terminology is "the vocabulary of technical terms used in a
particular field, subject, science, or art".

FUEL is "Frequently Used Entries in Localization". In other words,
FUEL is a subset of the vocabulary of technical terms that are
available and, used in an application like Firefox. Which is why the
~600 odd terms in that PDF are compiled in some form across a range of
applications.

What would aid you in ensuring consistency is checking previous
releases of Firefox and, ensuring that you are indeed using the same
terms as before. Effectively, you are looking for something like
<http://pkgs.fedoraproject.org/cgit/translation-filter.git/> to assist
you in figuring out whether you are losing out in consistency.
