Hi Jibesh,
Here's the Bengali OT specs:
http://www.microsoft.com/typography/otfntdev/bengalot/features.aspx
So to start with - the font needs to cover all the features listed in
that spec, and also needs to be legible at smaller sizes (so some
amount of hinting and kerning would be needed).
