[Anubad] Approved to join translation team: Bengali (India)

The bn_IN language community expects that all projects for the locale
have an introduction and discussion on the community mailing list
before approval.

In this context, extending your logic, it is highly possible for
potential contributors to be added to teams without the actual team
coordinators or, the existing contributors who use the anubad list for
bn_IN

To ask the question in a simpler way - was there a  reason why this
user was not asked to put in a request to the team coordinator(s) ?
